"content": "On a point of order, Mr. Speaker, Sir. The Minister has said that his personal bodyguard, who is now facing a charge in court for having gone to look for Kshs50,000 to get an exemption--- An exemption that is only allowed from the pen of the Minister himself. He went directly to him to ask for that exemption. The statute provides that the Minister can only give that exemption on the advice of the National Standards Council (NSC). Is it in order for the Minister to mislead this House that he gave the exemption to his bodyguard for that one vehicle; a bodyguard who has already been charged with an offence of having gone to look for money from another person so that the vehicle could be released? He is the one who is supposed to have given that exemption. Could it be the case with all the other 454 cars?"
