"content": "Mr. Temporary Deputy Speaker, Sir, I stand here to speak on behalf of the Departmental Committee on Labour and Social Services, which is a Committee of this august House. The matter which is actually crucial for the decision of this House involves constitutional appointments. It involves issues which touch on--- I do not want to use the word “tribal”. I would rather use “ethnic” and “regional balancing”. Mr. Temporary Deputy Speaker, Sir, I am not actually complaining about the speed at which this Motion has moved, considering that last week on Thursday, I moved this Motion and it was seconded by Mr. Keter. Immediately after that, an amendment was moved and it changed the Motion and negated the spirit in which I had moved the Report of the Committee. I would have wished to listen to many more hon. Members discussing the issue of ethnicity in this House and how we will be dealing with such matters in the future. This did not see the light of day, but at the same time---"
