    "content": "Mr. Speaker, Sir, again, speaking very advisedly, no Member in this House can issue summons in his hands. It is only the Speaker or Clerk who can issue summons. Let her try to issues summons tomorrow and see if it can be delivered by the Clerk of the Senate. It will never be delivered because she does not have that authority. From a legal point of view, she is not in a position to summon anybody to appear before this House. That is the truth of the matter."
