    "content": " Mr. Deputy Speaker, Sir, the International Conference on the Great Lakes Region (ICGLR) was founded as an international conference of countries that border the Democratic Republic of Congo. The only countries that were given an exception to be members and do not have a common boundary with Congo are Kenya and Nigeria. Sudan has a boundary with Congo. Mr., Deputy Speaker, Sir, to begin with, I want to take issue with your office. When delegations are sent to such conferences, it is good practice that we send delegations representing both sides of the House. In this particular Conference held in Bangui, Central Africa Republic, and I have absolutely no difficulty with the distinguished Senators who attended including the distinguished Senator for West Pokot; Sen.
