We have the statement which was signed by the Treasury Permanent Secretary, and I will repeat what he said:- “In disbursing funds to county governments, the National Treasury will continue to prioritize county governments with the least balances in their accounts in the Central Bank of Kenya (CBK). This is consistent with the Constitutional requirement under Article 201, that public finds be used in a prudent and responsible way.” In fact, when he was challenged why we are not going by that, he said that the Constitution says so and he can only give what he has."
