    "content": "Hon. Members need to understand that terrorists are not ordinary Kenyans. These are people who create fear in the minds and hearts of every citizen in this country. They do not just pop up; they plan their things and make sure that they get the desired effect. What is the desired effect? To create fear in every non-local in the North Eastern region, including teachers, police officers and doctors, who are supposed to be serving the people. If you remove all the teachers, what will you do with the doctors? There are doctors and nurses serving in Garissa and other far- flung areas of that region? If you remove them from that region, the terrorists will follow you to the capital city of Nairobi. We have seen them hitting the commercial hubs of major cities in this world. They have done it in Belgium, New York and in other cities across the world. They have even done it at Westgate Shopping Mall."
