    "content": "At the outset, I wish to support this Motion. I support it largely in principle. I will explain why. It is clear that health is a very critical issue to all citizens, particularly to those citizens who are not well endowed to afford the high cost of healthcare we have come to associate our country with. It is a good intention to have Level 6 hospitals – what we are calling national referral hospitals – established in each of the 47 counties. It is a good intention and dream."
