    "content": "Thank you, Hon. Speaker. The Leader of the Majority Party has said something of concern. If you are Chair of a Committee you do not have to be everywhere. You can have subcommittees. We have said this before. You do not have to go to Nakuru, Murang’a or Lamu. You need to divide your Committee into subcommittees. This can be done parallel within one week so that we can have business to consider. A lot of business is generated by those Committees. In case the Chairs are not competent, they should be replaced with time so that we can have those who are competent. The other day we did not have business. Most of the Bills were stepped down because we never had reports. This is because of the new rule that stipulates that unless a report is tabled in the House, a Bill cannot go to the Second Reading."
