    "content": "(a) a Division of Revenue Bill, which shall divide revenue raised by the national Government among the national and county levels of government in accordance with this Constitution”. Hon. Speaker, this House has, however, realised that in order to facilitate planning and budgeting at the national and county levels of Government, it was necessary to make a determination on the Division of Revenue Bill early in the year. Thus, this House enacted the Public Finance Management Act 2012 and the Division of Revenue Bill will be submitted to Parliament by 15th of February each financial year. I am sure that this time, at the IBEC level, everybody has agreed, namely, the CoG, the National Assembly, the Senate and the Commission on Revenue Allocation. As for the CRA, we will not entertain its shenanigans. The Chair must listen to me. The Chair of the Budget and Appropriations Committee should call the CRA and ask them why they are playing games with a very important Bill; the Division of Revenue Bill. With those many remarks, I beg to support."
