    "content": "Let me also talk about the 4 per cent increase of allocation to our counties and health as a devolved function and as one of the items in the Big Four agenda. We need to revisit how our counties manage hospitals. We cannot continue to have people dying in hospitals for example, in Molo Sub-County Hospital where many issues have been raised. If counties are unable to account for money allocated for health, let the function be taken back to the national Government."
