    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. It is an important aspect for the development of this nation. I have also noted that over Kshs4.7 billion has been allocated to the Equalisation Fund. It is with deep concern - I heard it being said in this House - that the Constitution is a negotiated document and Equalisation Fund was negotiated for certain communities. Nothing can be further from the truth."
