    "content": "about today. We understand that it takes a lot of time for disbursements to be made. However, delay in disbursement has the potential to delay services that are required in counties. We understand the stringent procurement procedures in line with the Public Procurement and Disposal Act. Therefore, it is my humble plea that we may have the liaison between the Council of Governors, the Senate and the National Treasury so that this kind of delay that affects our recurrent functions and expenditures can be avoided."
