    "content": "my hope that accountability at the county level will improve. It is my hope that, as this House passes this Bill, the accountability level will improve. I am shocked that there is a high level of maternal deaths as a result of poor health services and poor roads. The two functions happen to belong to county governments. It is my hope that transparency and accountability will improve at the county level. Having said that, I am happy that this Bill has been passed by the National Assembly. I hope the Senate will do the same. Thank you, Hon. Temporary Deputy Speaker."
