    "content": "Thank you, Hon. Temporary Deputy Speaker. At the outset, I support this Bill. One good thing about an idea whose time has come is that it cannot be stopped. There is no way you can stop this idea. It is an idea that should have happened several years ago. In fact, the very time it was mooted seven years ago was the time that this House should have passed it. We should have gone on with the business of restoring order in this city that was once called the “city in the sun”."
