    "content": "In most cities, you will realise that there are designated emergency routes. I believe this Bill has taken that into context and if not, I think it is high time that it considers it. When it comes to fetching water in an event of an emergency, there are those hydrants. You will find along the roads there is a pillar written “H”. That means a hydrant. That is where you can easily get some water to take to an emergency point. I believe that is also going to be taken into context."
