    "content": "we know where they were displaced from, the farms they left, and the farms they are being given, so that nobody is left out. The danger of not having clear figures and facts is that it is possible to even have people come in and be resettled while the genuine IDPs are not resettled. Madam Temporary Deputy Speaker, we also have people who are complaining to date that they are not in the data sheet that is in the Ministry. This Committee should be able to unearth that. They are saying they are not in the data sheet because at the time when the data was being collected, some people were perceived to be criminals. At that time, it was difficult for them to show up and say they had been displaced. It is very important that this committee works in a sober manner, and actually looks for all facts. I do remember Burnt Forest in particular, where I have had several meetings. People have always said that our fight was a draw. All of us fought, yet when you go to the list of those who are saying that they have been compensated, you find that its figures do not tally with what the people are telling you on the ground. This Committee seems to be the only instrument that will unearth this information. The Committee needs to go to sites and get from the people, facts on who was displaced and whose property was destroyed, so that we get a genuine list that we can go by. I would also like to suggest that we must look at the displacement in the Mau. We have people coming from outside. Since it is 50 years since we attained Independence, I think we should not be having these kinds of situation in this country. So, my advice to the proposed committee is that they should establish the total number of displaced persons, including those who were displaced from Aberdares and Mt. Kenya. They were displaced and nobody bothered about where they went. There are so many people in this country who have been told to move out and nobody has revisited the issue to find out where they were told to move to. It is one thing to have somebody who has invaded a piece of land that is not theirs being told to go back home, and another to have people who were settled by mistake by the Government being evicted and nobody tells them where to go. So, it is very important to understand that. This proposed committee should be able to distinguish between who was actually displaced rightfully, who were displaced because of their own mistakes, who has been compensated, who should have been compensated and how they were compensated. The Minister has said that December is the deadline for the last IDPs to be settled. It is possible that the Minster has a deadline of December while some of the IDPs have not been identified to date. I think it will be a healing moment if this committee goes round, talks to the communities, and hold meetings with different ethnic groups. I am very happy because if you talk of Uasin Gishu, we have a council of elders from all factions. I expect this committee to go out and meet that council of elders and have barazas. People are very eager now to talk about the truth. I would like to suggest that when they go out, they should be as neutral as possible. I am not sure that the membership has captured everybody who should be in the committee. I would have suggested that most of the hot areas should have had a Member"
