"content": "Madam Temporary Deputy Speaker, every time I go to my constituency I come face to face with a very large number of people who claim to be IDPs. Unfortunately, they are not on the register of those considered to be IDPs for reasons I have not been able to understand. Where I come from, the Kisii region, for example, there are a number of people who were displaced from various parts of the country. However, this category of people from that region did not go to camps. They were not settled in any camps but instead went to their original villages and lived with relatives thereby becoming a huge burden after sometime because the relatives could no longer afford to maintain and provide them with food and shelter. There is a very large number of people in this category. Therefore, I want to ask the Committee that we are forming at the end of debate to go to Kisii, including my constituency, Bobasi. I know that initially there was recognition of this group because even the Ministry of State for Special Programmes and Ministry of Education provided funds to expand facilities in certain schools to enable their children go to school. Subsequently, this recognition has been withdrawn and we need to do something about it. Madam Temporary Deputy Speaker, I want to mention something about the membership of this Committee. I think the membership should be broad based. It should include representation from the various areas which were directly affected. For example, you are aware that there were clashes along Kericho/Sotik area on the border with Nyamira. It is my feeling that a representative from that region would help us identify some of these areas so that they can be interrogated by this Committee and make recommendations to provide relief to this category of people. It is important to look into the membership of this Committee to ensure that all areas and all the people affected are brought on board. With those few remarks, I beg to support."
