    "content": "So, in as much as the Committee has done a good report, I have my doubts as to whether there has been fairness to the candidate who was number one. I strongly object that unless we are given a convincing explanation, this report should go back to the Committee to consider whether they should amend it and bring names with top candidates or have an adequate explanation that is convincing to the House. With those remarks, I oppose this report."
