The Member also questioned the Memorandum of Understanding (MOU) signed between the national Government and the five county governments towards the establishment of the Nairobi Metropolitan Transport Authority and then proceeded to lay before the House a letter addressed to the Speaker of the National Assembly in connection with his claims.
