    "content": "Thank you, Hon. Speaker for giving me this opportunity. At the outset, I rise to raise serious misgivings about the workability of this Bill. While I appreciate that the issues of transport, traffic and inconveniences caused by poor management of transport in Nairobi County are a point of concern to all of us who live in this City, I feel that the Bill, as drafted, is premature and an indictment on the management of the city affairs.
