    "content": "Thank you very much, Hon. Temporary Deputy Speaker. We disbanded NTSA and now a few months later, we are here with this Bill. My hope is that as we appoint officers to achieve this particular objective, they should take care of value for money for our people. Our biggest challenge is that we assign people roles, and we are very good at legislating, but when it comes to following up and making sure that Kenyans get value for their money and that their taxes are properly utilised, we go wrong."
