    "content": "Thank you, Hon. Temporary Deputy Speaker. I would like to contribute to this Bill. I want to answer the question on whether this Bill is relevant. I want to say that it is very relevant at this hour. We know where Nairobi has come from. It has come from a more functioning and reliable city to one which is now facing chaos. When we talk about a metropolitan transport system, we are looking at a system which will integrate the various modes of transport, including walking, motor transport, railway transport, cycling and air transport.
