    "content": "Mr. Speaker, Sir, I am not misleading the House. Our budget from the Ministry to the Treasury for buying a well-equipped Four-Wheel-Drive ambulance was Kshs5 million. That was our estimate. That turned out to be Kshs1 billion for the 210 constituencies. We did not have that money in our budget. Therefore, we turned to leasing of ambulances as stated by the Deputy Prime Minister and Minister for Finance in this august House. I want the House to understand that when the Deputy Prime Minister and Minister for Finance read his Budget Speech, we debated it and passed it as a good policy statement for the Government. So, we want to have this innovative way where the Office of the Deputy Prime Minister and Ministry of Finance wants to give us leased ambulances."
