    "content": "The Departmental Committee on Administration and National Security received submissions from among others: The Ministry of Interior and Co-ordination of National Government and the Central Bank of Kenya (CBK) relating to the implementation of security- related aspects of this Bill that include effective investigation and prosecution of offenders under the law. The Committee will also propose to introduce amendments to address cyber terrorism which is the intentional use of computers, networks and public internet to cause distraction and harm for personal objectives and even Governments. This concept significantly varies from the idea of an unauthorised access, interference or interceptions of a computer system, programme or data."
