"content": "Even though this is more or less and an ICT related Bill, it has a security angle. That is why the Chair of the Departmental Committee on Administration and National Security was allowed to make his comments to inform the debate. But there are specific offences or crimes we are going to look at in this Bill. One of them is unauthorised access to the system, damage to computer data or programmes and sabotage to hinder functioning of a computer system. Those are some of the crimes we are going to look at. It is going to be a land mark for this country for the first time to have an Act of Parliament, once passed, that is going to address the issue of people who have become innovative in a negative way in devising systems of committing such kind of crimes. A lot of computer fraud is happening in this country and we have to follow other countries which have passed legislations in the recent past to deal with cybercrime. This crime affects the economy in a big way. It affects e-commerce, trade and even our wellbeing as a society. Many countries have attempted to come up with laws. It is important that this House takes time to study the comparative jurisdictions and see some of the pitfalls they went through in passing the various pieces of legislation."
