    "content": "First and foremost, there are four distinct issues that make the Bill doubtful of constitutionality. The Bill seeks to introduce the phenomenon of what we call national security. This it does in Clause 6(3) and Clause 7(2). Members will recall that when we were making our Constitution, there was an attempt to sneak the word “national security” in Article 24 which was defeated. There is nothing as dangerous as introducing that word and not defining it. This Bill introduces that word twice and does not define it. If you leave that word in this Bill, it would be"
