"content": "Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to comment on this very important Bill. Last time, Hon. Chege made a personal statement in relation to cyber bullying among other matters and the House said that we should wait for this Bill and pass it. Up to now, hacking is not a crime as such and in fact if you do it for the common good of the people, then it would be deemed proper. I do not think there is anything Hon. Otiende is admitting which is wrong. That just amounts to the truth. When you speak the truth and it is justifiable, then there is no case against it."
