    "content": "Globalisation has generally led to a lot of development and we all understand that Information and Communication Technologies (ICT) play a very key role in it. It is growing faster than a lot of the users can understand how to interpret and use it. That is why you find a lot of times we have mobile phones and we do not know how to use most of their features. Our smart phones have many Applications (Apps) which we do not even know how to use. Basically, it is growing too fast and some unscrupulous people have taken advantage of the fast changes in technology to do things which we need to address in this Bill."
