    "content": "The important bit that we need to critically analyse and understand in this Bill is the role of Parliament in legislation. We set media standards, regulate and monitor compliance with those standards. The laws that we pass must reflect the interest of all sections of the society. If you look at the use of cyberspace, the internet and the computer, you will realise that in all our constituencies, 60 to 70 per cent of the people who voted for us to be in this House are young men and women. They are the major users of the internet. Before we pass this Bill, one of the things that we must address seriously is civic education.
