    "content": "I have looked at quite a number of issues. Clause 12 is on false publication. We are putting it in a very general way. We need to be very specific and clear on what we intend to achieve with this Bill. I believe we need to expound Clause 12 to make sure we do not allow any false publication in this country and anybody to purport to deal with Kenyans at any given time. I know that it is in public domain what a UK company did during the elections. It is completely unacceptable in a society where democracy must prevail."
