    "content": "Hon. Otiende Amollo talked about penalties. For me, we should not be making laws because we need to punish people. We also need to make this law applicable to society for people to understand that they need to live responsibly. But I agree that whereas we have a responsible society, we must have very clear punishable penalties. If we leave it open for the Judiciary to make rulings they want to, even cybercrime will get itself to the Judiciary. Even the ruling from the Judiciary might not reflect the will and purpose to provide judicial solutions on cybercrime."
