    "content": "The Bill provides for a law that deals with computer systems and cyber-crime to help curb the increasing cyber-attack in Kenya. This is a concern to all of us and the Bill is coming at the right time. Equally, the Bill provides for a legal framework that defines detailed conditions for prosecution of the same. The three items in consideration of the offenses investigation procedures and international cooperation are well spelt out in the Bill and gives enforcement officers the power to detect, investigate and prosecute."
