    "content": "In closing, I urge the House to look at this issue holistically as we commend the Committee for its work. The mistake that happened was a sad occurrence. I empathise with the victims in a very great way, but we should look holistically at providing healthcare for all Kenyans not at a cost, but as a right enshrined in Chapter Four of our Constitution."
