    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. Let me declare that I am a member of the Departmental Committee on Health where we put a lot of energy and time to come up with this Report. As a Committee, we looked at KNH from a very holistic point of view to make sure that Kenyans understand the systemic problem. Members need to understand that once a committee does a report, there is the implementation factor which will be taken up by the Implementation Committee of this House. They need to be guided by regulations within the country. When we observed that there were systemic problems and failures, we were not confining ourselves to only KNH. We went beyond KNH. The Departmental Committee on Health is beyond tribal cocoons. We did not want to know who is on the board, which tribe they are or where they come from.
