    "content": "Mr. Speaker, Sir, Pursuant to Standing Order 46(2) (b), I rise to seek a Statement from the Chairperson, Standing Committee on Roads and Transportation on the award of construction contracts to foreign companies. In the response the Chairperson should address the following:- (1) Table a list of all foreign companies in the construction industry operating in Kenya indicating the respective year in which they commenced operations in Kenya; (2) Table a list of all national governments contracts that have been awarded to foreign construction companies for the last five years and explain why the national government has been awarding more construction contracts to foreign companies at the expense of local companies; (3) Explain the terms of reference for foreign contractors and whether they are allowed to engage in other activities in the country other than what is specified in the contract documents and explain why some of the foreign construction companies are being allowed to acquire and develop land for commercial purposes. (4) Explain why the National Construction Authority has failed to enforce regulations requiring local companies to be protected from the expertise and the financial muscle of foreign companies.
