    "content": "Clause 3 of the Bill be amended in sub-clause (3) — (a) by inserting the following new paragraph immediately after paragraph (b) — (ba) the Principal Secretary for the time being responsible for matters related to trade or a representative; (b) by deleting the words “one person” appearing immediately before the words “nominated by the” in paragraph (c) and substituting therefore the words “two persons”; (a) deleting paragraph (g) and substituting therefore the following new paragraph (g) one person nominated by the umbrella body representing farmers in Kenya; and (b) by deleting the words “East African” appearing immediately after the words “members of the” in paragraph (h) and substituting therefore the words “Eastern Africa”. The Committee proposes to amend the Bill to insert a new paragraph (ba) to include the Principal Secretary responsible for matters related to trade or a representative in the membership of the Warehouse Receipts System Council. The Committee also proposes to amend paragraph (c) to increase the number of people nominated to the Warehouse Receipt System Council by council of governors from one person to two people. Agriculture being a devolved function, it is important for counties to be sufficiently represented in the council. The Committee further proposes to amend paragraph (g) to provide that one member of the Warehouse Receipt System Council would be nominated by the umbrella body representing farmers in Kenya. The Bill currently provides for the nomination to be done by the Kenya Farmers Association (KFA). However, the Committee was advised by the state Department of Agriculture during the public participation exercise that the current top body representing farmers in Kenya is the Kenya National Farmers Federation (KNFF). The Committee also proposes to amend paragraph (h) to provide that one member of the Warehouse Receipts System Council will be nominated by the Kenyan Members of the Eastern Africa Grain Council (EAGC). This is to correct an error in the Bill which provides for the nomination to be done by the East Africa Grain Council."
