    "content": "Madam Temporary Chairperson, I beg to move:- THAT, Clause 43 of the Bill be amended by inserting the following new sub-clause immediately after sub-clause (1) — (1a) In particular and without prejudice to the generality of the power conferred by sub-section (1), the Cabinet Secretary shall make Regulations— (a) (a) on insurance policy required under this Act; (b) (b) for the procedure for appealing to the Council or the Appeal Committee; (c) (c) for the qualifications and appointment of officers undertaking inspection of warehouses registered or licensed under this Act; and (d) (d) on the form of warehouse receipts, whether negotiable or non- negotiable."
