"content": "(b) shall promote the development of a county network of privately or publicly managed warehouses that have the capacity to issue warehouse receipts; (c) may issue, suspend or revoke registration or licenses issued under this Act; (d) shall enforce the standards prescribed by the Council under this Act; (e) shall ensure the inspection of warehouses in the county; (f) shall promote confidence in and participation of farmers in the respective county in the warehouse receipt system; (g) shall develop and implement strategies to facilitate the utilization of the warehouse system by smallholder farmers; (h) shall create support mechanisms to facilitate access to warehouses by all farmers in the respective county; and (i) may carry out any other function necessary or incidental to the implementation of this Act."
