    "content": "and the fourth was in Nakuru County in February, 2017. The Fifth Annual Conference is scheduled to be held in Kakamega County from 23rd to 27th April, 2018. Hon. Senators, the proposed theme of the Fifth Devolution Conference will be: Sustainable, Productive, Effective and Efficient Governments for Results Delivery. The key conference objectives are as follows:- (1) To provide a forum for collaboration, cooperation and consultation in all matters related to devolution. (2) To share experiences, challenges and lessons learnt in the last four years and set clear targets for devolution for the next five years. (3) To celebrate the successes of devolution. (4) To provide a platform for participants to identify opportunities for partnerships. The conference will adopt a sectoral approach. The key sectors are in line with the Presidents’ Big Four Agenda, which shall guide discussions in the conference. These are health, urban development, housing infrastructure and energy; agriculture, trade and manufacturing. Hon. Senators, more than before, the Senate is an equal partner in organising the devolution conference. In this regard, Senators Irungu Kang’ata, John Nderitu Kinyua and Rose Nyamunga are serving in the Steering Committee coordinating the planning of the conference. Senators have also been allocated various slots in the programme as session chairpersons, panelists and moderators. Additional information on the arrangements of this event will be provided through the Office of the Clerk. Hon. Senators, I request all of you to attend this very important conference. Thank you.
