    "content": "Mr. Temporary Deputy Speaker, Sir, we also think that it is not a good idea to have what you would call a vertical monopoly. A vertical monopoly means that you are an importer, handler, miller, wholesaler and retailer. That is a very dangerous kind of monopoly to have. Therefore, we say that anybody who is doing one of those activities should not be given a licence to deal with a second activity. Horizontal monopolies are also not allowed, meaning that the same handler at the current facilities should not be given a licence to operate in Lamu or Dongo Kundu, when facilities become available there."
