    "content": "The CAK has been grappling year in, year out trying to enforce quality of service parameters. This is where we were before the elections. If you recall, I brought an amendment in the last Parliament which said that we had to try and look at the quality of service parameters in every area of Kenya because that would be a major turning point. That particular amendment was withdrawn by the Leader of the Majority Party in the last House. That particular amendment cost us the last election. It cost Kenya over Kshs30 billion and numerous losses in terms of people’s livelihoods and anxieties because we were not able to respond. The Supreme Court charged us with only one thing. It said that there was an issue with transmission of election results. At the time when we were creating the laws, it looked like a minor thing. So, somebody jammed the systems. We did not have the mechanisms or the enabling law to see whether we were under a cyber attack."
