Before a Motion is brought here for discussion, it has to be scrutinised on whether it is in tandem with the Constitution of Kenya or any other law. Before, this Motion was brought here for discussion it had qualified through that process. We should not question whether it is constitutional or not. It is constitutional and that is why it was allowed to be discussed on the Floor of the House. What we can do is to either oppose or accept it."
