I quickly want to indicate that it is wrong for the House to be informed and guided, as I earlier heard, that only just a small group of people look at the constitutionality of the Motions before they come here. That is a misguided approach. There is only one institution that can make a decision on the constitutionality of any law in this country and that is the Judiciary.
