    "content": "Thank you, Hon. Speaker. My comments are on the issue of de- localisation of teachers. That policy came in quickly and without much consultation from the stakeholders. It is true that it has caused a lot of suffering among teachers. Originally, teachers were localised under the District Focus for Rural Development during the time of President Moi and teachers worked closer to their homes. Today, with the de-localisation policy, teachers are being moved to far-away places."
