    "content": "The National Land Commission was established under Article 67 of the Constitution of Kenya. Its functions amongst others are to initiate investigations into present and historical land injustices. The Regulations were to have given power to the NLC to initiate these investigations. Indeed the Sessional Paper No. 3 of 2009 on the National Land Policy recognizes the need for a comprehensive National Land Policy. The Sessional Paper was formulated to provide an exclusive framework to address critical issues of which historical injustices was amongst them."
