"content": "We are not saying that those who speak for three minutes should not, because it is also their right to appear to be seen by their constituents to have spoken for the two minutes. However, for the benefit of the House, if it is something that can be agreed generally, it is a practice that we would want to encourage. Hon. John Mbadi has flouted the idea and it might be necessary for us to think about it and see how best to implement it. It is an idea that is proposed and we should all look at it positively.
