    "content": "Hon. Speaker, let us put in mind the work of a PS, which is basically to lead and manage a team of experts. He does not necessarily need to have technical skills in the field he is sent to work. In fact, the President can deploy any PS to any Ministry regardless of professional qualification and the PS should be able to perform his duties. The PS is the accounting officer whose role is to ensure that resources, including human resources, in the Ministry are utilised prudently to achieve set goals and objectives of the Ministry. A PS needs to have passion, drive and vision to work for the success of an institution."
