    "content": "Before the new Constitution, there was a similar case where chiefs from Galgadud Division of Mandera, Elwak, were punished in the same manner. My question to this Government is whether chiefs in North Eastern Province have to be subjected to a different set of disciplinary action by the Ministry as opposed to the rest of the country. We have never seen a case of a chief being manhandled by the security forces in the rest of Kenya. But such incidents are repeated in the northern part of Kenya. I am curious because I have heard from the Ministry of State for Provincial Administration and Internal Security and other Ministries about the inflated population figures in northern Kenya. Is this one of the methodologies they are using to rectify the message of saying that our population is inflated?"
