"content": "So, I hope we will rise to the occasion and ensure that such brutality never happens again. I think it is a test for our Constitution and I do not believe that it is a Government policy. It is not in the Constitution of Kenya. We have to come forward and deal with that issue to change those attitudes. We have had parts of northern Kenya having things like the Indemnity Act and over time, even after those laws were completely removed, individuals keep the practice. We need to come up with a mechanism to change those attitudes. That is because it cannot be human. There is no order that allows you to do that. So, it obviously means that something is quite wrong with certain individuals that we must deal with. Thank you!"
