Members, the Petitioners contend that road accidents on our Kenyan roads should be declared a national disaster due to high carnage and that the Traffic Act ought to be amended to include provisions on: 1. Infrastructure and operations requirements. These should include provisions for establishment of permanent county traffic checkpoints, permanent mobile highway patrols; impromptu highway patrols; involvement of senior relevant officials in enforcement of traffic rules, establishment of county traffic marshal departments, embedding traffic officers in long distance public service vehicles and elimination of black spots through erection of speed bumps, installation of traffic signs as well as enhanced patrols; 2. Motor vehicle maintenance and compliance requirements and incentives. 3. Establishment of County Road Safety Boards. 4. Public education and social responsibility to include academic subjects on safety, health, nutrition and environment in the school curriculum. 5. Education of public service vehicles drivers; and 6. Judicial expediency on traffic-related matters to ensure that the courts finalise traffic cases within six months. Hon. Members, the Petitioners therefore, pray that the National Assembly amends the Traffic Act, with a view to incorporating the said proposals and makes any other orders or direction that it deems fit in the circumstance of the prayers. Hon. Members, pursuant to the provisions of Standing Order No.227, this Petition stands committed to the Departmental Committee on Transport, Public Works and Housing for consideration. The Committee is requested to consider the Petition and introduce necessary legislation to address the Petitioners’ prayers, in addition to reporting its findings to the Petitioners and the House as required under Standing Order No. 227(2)."
